Description: Novel system that takes AI-generated trade classification results (HTS codes, duty rates, PGA requirements) and automatically populates a CBP Form 7501 Entry Summary with full CATAIR compliance:
Key capabilities:
- 265 CATAIR-compliant fields auto-populated
- from_rosetta_engines() bridges rosetta_core classification types → declaration_engine types
- Schedule B auto-enrichment: _enrich_schedule_b() runs on every line item
- Filing decision engine: auto_file (all lines >= 95% confidence) or human_review with reasons
- 18 computation codes (CATAIR Appendix F)
- Mod-10 check digit calculation
- MID (Manufacturer Identification) generation
- Full provenance tracking: every field records which AI engine produced it
Why novel: No existing system bridges AI classification directly to CBP entry filing. Current workflow: human classifies → human types into ABI software → files. Our system: AI classifies → auto-populates 7501 → confidence-based filing decision (auto vs. human review). The provenance tracking (which AI engine produced each value) is unique for audit/compliance.
Companion innovation: Terminal Lu built X12 309 Customs Manifest (build_309) in parallel, completing the inbound (309 manifest) + entry (7501 summary) pipeline.
